• A working phone service
• At least 10 shillings airtime
• Your water meter number

The procedure 

1. Create a new message from your mobile phone,
2. Type in your water meter account number
3. Send it to 5571.

You will get a reply with details of your water bill/ meter reading showing the account status

This is a premium sms service; charge at ksh 10 above normal rates.
